Hoey Offers New Bill On U.S. Undesirables

Senator Hoey, Democrat, of North Carolina, head of the Senate investigation subcommittee, yesterday re-introduced his bill to strengthen controls over sex perverts and to keep them off Government payrolls.

The measure, first offered at the end of the 81st Congress too late for legislative action, grew out of the Expenditures Committee investigation of sex deviates in Washington and their employment in Government agencies.

The bill would amend the District Code in numerous respects, one of the purposes being to prevent the accused from escaping trial by forfeiting as little as $25 for "disorderly conduct." The penalty for obscene acts would be boosted to a maximum of $500 or six months in jail, or both. Prosecution would be transferred from the Corporation Counsel to the United States Attorney.

The report of the Hoey Subcommittee criticized Government agency officials for not having done enough to get rid of employed perverts.

The measure was referred to the District Committee.
