MEMORANDUM FOR THE DIRECTOR
SAC Hottel of the Washington Field Office called at this time and advised that Carmel Offie, Secretary to William C. Bullitt, former Ambassador to France, was picked up in Lafayette Park by the police for being a pervert. Offie had no selective service card; however, he is all right with the Local Board No. 10. Prosecution was declined because of no card and Hottel stated he believes the police will do nothing.
Offie resides at 2227 20th Street, N.W.
