MEMORANDUM:
RE: CARMEL OFFIE
During the course of a physical surveillance in Washington, D. C., of captioned individual, the following observations were made:
On the evening of July 17, 1950, Offie left the Hotel Statler and walked north on Sixteenth Street. He was observed speaking with an Army or Marine enlistted man who was also walking along the street and who apparently was a casual contact. After speaking briefly with this enlisted man, Offie proceeded to Seventeenth Street and entered Mickey's Grill at 1117 - 17th Street, N.W. Offie remained at Mickey's Grill for several minutes, drinking a beer and reading a newspaper. He then proceeded to David's Bar, 1123 - 17th Street, N.W., where he spent several minutes looking at a telephone directory. He was not observed to make any contacts either at Mickey's Grill or David's Bar. Both of these establishments have been reported by informants to be frequented by individuals known to be homosexuals.
Upon leaving David's Bar, Offie proceeded to Connecticut Avenue. In crossing Connecticut Avenue, he spoke to a young man who did not stop. Upon arriving in front of the Mayflower Hotel, Offie engaged a tax cab and was driven to his residence.
